Can Toothless Fly?

My question is would the lack of a tail fin really hinder his flight THAT much? I would think his steering would be a bit off, but to be nearly completely flightless? As an amateur ornithologist I get how importance tail balance is, but I think he would have at least been able to get out of the cove...
