Did you know that Toothless also has a second inner set of pharyngeal jaws?

I don't think Valka has encountered other Night Fury's... But I think it is a common aspect to several other dragon species with similar spines. So testing it on toothless was just to see if he had the ability like other dragons that she Already discovered has it.

Judging that the spines just split in two, I can only guess right now that it is for aerodynamic purposes, and just make him go even faster.

the unholy offspring of lightning and death itself

i almost don't want there to be another night fury. it gives toothless a sort of uniqueness just like hiccup. also i hope those back flap things increase flying speed and maybe allow for other upgrades but i don't like how they look buuut toothless does so i guess they are good

The flaps wouldn't increase speed so much as increase stability. The streamline created from Hiccup riding Toothless would make the spines pretty much useless though, since the airflow wouldn't touch them. Only useful for solo flight.
"Thank you for summing that up."

They wouldn't speed him up. By splitting the spines into two it will effectively double the surface area of his spine. This would result in increased drag, which would slow him down.

If these split spines do anything, it's probably increase stability and/or maneuverability.
