My bet is that we are going to get more backstory on him in the next film. Also, he worked for me as a villain because he was Joker-esque (as played by Ledger): someone without conscience. He's scary because he's unpredictable, and Hiccup needed to learn that all the evil people/creatures in the world are just misunderstood and redeemable.
