I think that Drago represents what hiccup could become. Valka does also. Hiccup is at a crossroads in life, if he goes takes his dragons skills too much in one direction, he could become a feral antisocial dragon master that has forgotten about his human family. Valka represents that path. However, he could take his dragons skills somewhere else, become more powerful and instead of abandoning humans, he could control them. Drago represents that path.
