As many have said Netflix probably paid DreamWorks a shiny penny for the show, but that is only part of the story. This is part of a larger internal restructuring of DW that CEO Jeffrey Katzenberg is promoting. This has been going on for some time now because for DW, a theatrical hit only comes one in a while. 3 out of the 4 movies released before HTTYD2 were not profitable. Katzenberg says nowadays movies are not a viable business growth for DW. Thus the company is trying to restructure itself to take advantage of changing markets. Steaming services are a fast growing business and DW wants in. Similar to what CatsMeow said, much of the younger audience, which DW relies on, is turning to services like Youtube, Netflix etc. and not channels like CN. DW is adapting themselves to the market because surprisingly, the TV shows and merchandise are more of a money maker than its movies. It makes sense that DreamWorks will put its TV shows where they see the most potential.
Really surprised me but take a look at this Graph from the WSJ. Shows profit by product so to speak.

Interesting. Maybe that's why lot of their tv shows were based on their feature films, e.g. Kung Fu Panda, Dragons, Monsters vs. Aliens, Penguins of Madagascar, etc. They want to make sure their shows are a hit, so why not go with characters people already like?
Haha, I lost faith in Cartoon Network ever since they axed "Young Justice" ... So I'm kind of glad they weren't the ones who pulled DoB off the air, 'cause that would confirm they're insane. I really hope season three is released on DVD though, since I don't have Netflix.

In last 10 years TV show become very popular, so it is not big surprise that DWA is trying to take some of that market. Especially, that producers are not limited to simple fabular shows. CGI? No problem. Computer animation? As you wish. And you don't need to spend megabucks.
And, with big popularity, you can earn fortune by doing only TV shows.

A lot of people prefer the Internet over TV. Studios might also be involved.
